Iryna Shevchuk has completed HELP course on internal displacement

Iryna Shevchuk, a Council of Europe’s expert, certified coach of the HELP program and the Ukrainian National Bar Association, and attorney at ENGARDE has completed training for coaches after the course of the Council of Europe’s European Human Rights Education Program for lawyers (HELP) on Internally Displaced Persons within the framework of the Council of Europe project “Internal Displacement in Ukraine: Development of Long-Term Solutions”. The training took place on May 22-23, 2019 in Kyiv.

The main objectives of the European Human Rights Education Program for lawyers (HELP) are to identify the specific risks and barriers faced in Europe and threaten the exercise of their rights of internally displaced persons, to master and understand the open provisions of the international legal framework, and the litigation practise of the European Court of Human Rights concerning internally displaced persons by participants in the courses, the ability to apply in practice the provisions of the European Convention on Human Rights and the standards of the Council of Europe regarding IDPs.

At the event the HELP experts reviewed a course on internal displacement, analyzed the further possibilities for its development and national adaptation of the course for Ukraine, and presented the online platform HELP, Moodle, and the same HELP training methodology, which also includes distance learning and work with coaches.

The second day of the training session was devoted to highlighting of the main aspects of the course by national tutors: the legal framework, judicial and administrative practice on internal displacement, and Ukrainian legislation on internal displacement in terms of the perspective of the Council of Europe’s standards was considered.

Upon completion of the training, the participants were certified as coaches under the HELP program. It will allow them to use the resources and platform of the program to teach existing courses and develop their own training courses.
